South St. Paul rental property is defined as single-family, duplex, triplex, four-plex, apartments,
condominiums, townhomes or another residential rental dwelling that is used for residential
occupancy by one or more persons who are not the owner or a member of the owner’s family.

Residential Rental Housing Program

On July 21, 2008, the City adopted an ordinance relating to residential rental housing. The City implemented this new
residential housing program based on:

•  Concern has been expressed in the community regarding property maintenance standards as practiced at some sites
located in the community. There is a community perception that these locations are often rental properties and that they
are not adequately monitored through the current rental licensing format.

•  The City's current rental licensing format has produced inadequate and inaccurate recordkeeping as to ownership and
enforcement of property maintenance standards. The recordkeeping problems have sometimes hampered law enforcement
and code enforcement efforts.

•  The current mortage crises in the housing market may be creating an opportunity for large-scale conversion of owner-
occupied homes to rental basis. The current rental licensing format has not historically operated to quickly and efficiently
identify and regulate these conversions.

•  The consolidation of the South St. Paul Fire Department into the new South Metro Fire Department (SMFD) creates a
unique opportunity for reformatting the current rental licensing regulatory structure. Comprehensive inspection of
residential rental properties will not be a service provided by the SMFD. The City intends to 'raise the bar' by henceforth
using City licensed housing evaluators who are dedicated to this purpose and who have certified expertise for the
performance of these inspections.

Every person who owns property and operates it as residential rental property needs to secure an annual license for the
right to conduct this business within the community. The license must be secured each year and the premises must be
inspected at least once every four years.
